The Los Angeles City Council, in a 12-0 vote, agreed to pay the legal fees of three groups that fought and succeeded in striking down a new zoning development plan in Hollywood.
The La Mirada Avenue Neighborhood Association, Fix the City and SaveHollywood.org banded together and went to court to halt the Hollywood Community Plan Update. The groups contended that the plan would increase traffic in the area and that the neighborhood did not have the infrastructure to handle the expected population growth envisioned by the plan.
Supporters of the now defunct plan said that the project would bring jobs into the city and would transform run-down areas into residential and commercial centers. Current L.A. Mayor, Eric Garcetti was a staunch supporter.
The council approved the Hollywood plan in 2012. In January, a Superior Court Judge ruled that the plan was "fundamentally-flawed." Judge Allan J. Goodman said that the 2012 planning document was based on outdated population estimates from 2004 and 2005 and did not adequately address the increased demand for city services it would bring. Lawmakers opted not to appeal that decision, but decided instead to rescind and rewrite the plan.
The office of Councilman Mitch O'Ferrel said that a reworked plan would probably not be presented to the council for at least another 18 to 24 months.
